ALL INDIA ASSOCIATION MOUNTS IT'S CONVASSION FOR RIGHTFUL GRADE PAY TO AOs/SrAOs




Meeting with Shri.Manicka Tagore, Honourable Member of Parliament.

Com.S.Mohan, the Secretary General, Com.K.T.Sridharan, Vice President of our Federation along with 20 Sr.Audit Officers working in the Madurai Branch in the O/o the Accountant Generals Tamil Nadu and Pondicherry met Shri.Manicka Tagore, M.P at his Madurai office on 30th July 2010 and urged the Member of Parliament to take up the revision of the pay scales of AOs/Sr.A.Os on par with Under Secretary and Dy.Secretary in the Central Secretariat with the Finance Minister. The Member of Parliament agreed to interact with Expenditure Secretary and Finance Secretary of the Government of India and promised to take up our pay scales issue effectively with Hon.Finance Minister.

CLARIFICATION ISSUED REGARDING AIR TRAVEL BY PRIVATE AIRLINES TO J&K SUBJECT TO LIMIT @ LTC80FARES

The G.O.I. issued orders to allow Govt Servants to visit ANY DESTINATION IN JAMMU & KASHMIR in lieu of LTC - Home Town for a period of 2 years commencing the date of orders i.e.18-6-2010. All those entitled to travel by AIR are allowed LTC 80 fares from the Place of their posting to declared Destination in J&K, while others are allowed to travel by any Airlines between DELHI (or AMRITSAR) to declared Destination in J&K after performing the journey between their Place of posting and DELHI(or AMRITSAR) by means of travel as per their respective entitlement.
NOW IT IS CLARIFIED THAT ALL CAN USE PRIVATE AIRLINES FOR THEIR TRAVEL SUBJECT TO LIMIT OF FARES NOT BEING EXCEEDING THE RATES UNDER LTC80  RULES.

All out efforts are being made to get a suitabe GRADE PAY to AOs/SrAOs


..........Shri Jayachandra, Chairman, Public Accounts Committee, Karnataka, Meets the Minster of Finance for our cause:
On the eve of the Meeting of the Chair Persons of Public Accounts Committees (5th July 2010) Convened by Smt. Meira Kumar, Speaker of the Lok Sabha, Shri Jayachandra, Chairman, Public Accounts Committee, Karnataka met the Finance Minister at 9 P.M on Sunday (4th July 2010) at our behest. He handed over a memorandum regarding our upgradation of Grade pay for AOs and Sr.AOs and pleaded on our behalf. He submitted that he was associated with audit fraternity for more than three terms and it was his fourth term and that he knew the Officers’ problem to be genuine. Finance Minister responded that he belonged to this department, he knew the problem and that he would examine this issue positively.

Visit of C&AG to Nagpur:
Shri H.T Gondole, President of Accounts Officers and Sr.Accounts Officers Association Nagpur and Shri S.V. Deshpande, All India President who is also the  General Secretary of the AO/Sr.AO Association met C&AG on 09-07-2010 in a very cordial atmosphere during his visit to Nagpur. A Memorandum with explanatory note was submitted to C&AG. During the discussion, C&AG informed that the issues arising from the Pay Commission, particularly in respect of Pay scales, had been referred to Govt. of India, Finance Ministry. The C&AG also stated that though he could not specify as to what exact scales that the AO/SAOs would get, he assured that the issue would be pursued vigorously. On the issue of increase in promotional quota and creation of Welfare Officer Post, the CAG has promised to examine our demand.

Meeting with Minister for Shipping:
Our Secretary General Com S.Mohan, accompanied by Com.T.A.Mariappan, Vice president, Association of Sr.AOs (Comml) & AOs (Comml), met Shri.G.K.Vasan, Hon. Minister for Shipping on 10th July 2010 at his Office in Chennai and submitted a memorandum regarding upgradation of Grade Pay for AOs and Sr.AOs. The Minister assured the delegation that he would take up our case with Finance Minister and that he would request the Finance Minister to arrive at a positive decision.

Rally behind our Federation:
Due to our consistent struggle, mountainous sacrifice by many of our leaders and members, and relentless efforts of the leadership of the Federation our demand for upgradation of Grade pay for AOs and Sr.AOs is under serious consideration of the Finance Ministry once again. It has been decided to pursue the Parliamentarians and Central Ministers to take up our cause before the Finance Ministry. It is imperative that memorandums to be submitted by any of us, for presenting the case to the Parliamentarians and Central Ministers should be identical. Members are requested to be aware that the non serious attempts on different memorandum would definitely weaken our demand and put us back in square one. Hence the National Executive appeal to all the Audit and Accounts Officers to rally behind our Federation and lend their support in unequivocal terms and strengthen the Federation physically, mentally and financially. .....

Clarification dated 2-2-2010 issued by MOF endangers the benefits derived under MACP

This clarification issued by MoF after getting the concurrence of the D.O.P.T. [which issued the original MACP orders] makes the position altered and may render almost all the PAY FIXATIONS done recently in our office (PrlAG[A&E]AP,HYDERABAD) incorrect and wrong .

New condition not provided in Original Order introduced:

However, the clarification order dated 2.2.2010 brings this new term “whichever is later” for the first time into the picture, while there is no advocation for such a kind of procedure inthe original MACPS order.  This misinterpretation is proved to be very costly as per the clarification dated 2.2.2010, as whenever an employee is promoted to the next cadre within the period of 10 years service, say 5 years, he has to wait for his 2nd MACP till the completion of 20 years of service.

Why it’s proved to be costly for employees:

Take the case of another employee who gets his first promotion after completion of 18 years in same grade will be eligible for 2nd MACP only after completion of 10 years of service in the promoted grade/grade pay.  So, he will be eligible for 2nd MACP only after completion of 28 years of Government service, since completion of 10 years of service in the same grade pay will only fall later than the completion of 20 years of service for getting 2nd MACP in his case.  On the contrary, as per the original order dated 19.5.2009 for MACPS issued by DOPT he will be getting his 2nd MACP after completion of 20 years of govt service.
