ACRs now become APAR [Annual Performance Appraisal Report] and disclosable to the official reported upon.

Hitherto, only the adverse remarks made in the ACRs [Annual Confidential Reports] were required to be communicated to the official reported up on.
The Govt in recognition of the TRANSPARENCY POLICY coupled with the Supreme Court's judgement has now issued orders to the effect that the ACR[Annual Confidential Report] now onwards (2008-09) are renamed as APAR (Annual Performance Appraisal Report) and the same shall be shown to the official concerned by the APAR accepting authority i.e. Sr.A.O(Admn) in r/o all cadres upto Sr Accountants/Sr Auditor like wise SrDAG (Admn) shall disclose the APAR to SO/AAO and AG does for AOs/SrAOs.
This measure in my view certainly instills additional responsibility in the REPORTING OFFICER and REVIWING OFFICER while making his observations about an official whose self appraisal they are supposed to assess vis-a-vis his own.

On 31-12-2008 both these Sr Accounts Officers - Sri K. Rama Murthy and Sri Rashid were retired on Superannuation. On 2-1-2009, a WARM and HEARTY FELICITATION was spread under the auspices of Sr AOs&AOs Association in the historic old building housing RECREATION CLUB in the Office premises of Accountants General A.P. Hyderabad.
The gathering was invited by Sri Rajeswara Rao [Asst Secy] and addressed by Smt K.Naga Laxmi [President], Sri Livingston [Secy], Sri Sreerama Murthy and others.
In their return speech both these officers have touched upon every aspect of their personal and official life that played major role in their career and character. Sri K.Rama Murthy narrated how he could persue his educational ambitions by enrolling himself into courses like MBA, LLB, LLM etc.. even in his 40s and 50s. Sri Rashid speech like the other co-retiree's speech was overwhelmingly flooded with extensive anecdotes and placed everyone in hilarious and joyous mood resulting in frequent instantaneous CLAPPINGS. His speech was delilvered from the deepest of his heart filled with casualness without trace of any iota of inhibition. Members realised how these two officers represented two different facets of life and profession.
All most all those gathered concurred with Sri Sreerama Murthy that the senior Cadre is being reduced with every passing month by imminent retirements of experienced Sr.Accounts Officers.
