ACRs now become APAR [Annual Performance Appraisal Report] and disclosable to the official reported upon.

Hitherto, only the adverse remarks made in the ACRs [Annual Confidential Reports] were required to be communicated to the official reported up on.
The Govt in recognition of the TRANSPARENCY POLICY coupled with the Supreme Court's judgement has now issued orders to the effect that the ACR[Annual Confidential Report] now onwards (2008-09) are renamed as APAR (Annual Performance Appraisal Report) and the same shall be shown to the official concerned by the APAR accepting authority i.e. Sr.A.O(Admn) in r/o all cadres upto Sr Accountants/Sr Auditor like wise SrDAG (Admn) shall disclose the APAR to SO/AAO and AG does for AOs/SrAOs.
This measure in my view certainly instills additional responsibility in the REPORTING OFFICER and REVIWING OFFICER while making his observations about an official whose self appraisal they are supposed to assess vis-a-vis his own.
